This portion of the proceeds, so deemed shall be used for the general administrative expenditure, such as insurance, utilities, legal, and professional fees, and all general costs associated therewith, but at no time shall the working capital portion of the line of credit be drawn down or be permitted to exceed fifteen-percent (20%) of the face value of the credit line.
